Introduction

  • As per Government Order No: HFW 44 CGE 2018, Bangalore, and Dated: 17/10/2018, 20-01-2020 and 04-04-2020, Karnataka State Mental Health Authority is established.
  • At the first stage the Chairman, Chief Executive officer, official members were appointed.
  • Later non official members were appointed as per the procedure prescribed in the Mental Healthcare (State Mental Health authority) Rules 2018.

Functions of the Authority as per section 55 of MHCA 2017

The State Authority shall have following functions––

  • Register all mental health establishments in the State except those referred to in section 43 and maintain and publish (including online on the internet) a register of such establishments.
  • Develop quality and service provision norms for different types of mental health establishments in the State.
  • Supervise all mental health establishments in the State and receive complaints about deficiencies in provision of services.
  • Register clinical psychologists, mental health nurses and psychiatric social workers in the State to work as mental health professionals, and publish the list of such registered mental health professionals in such manner as may be specified by regulations by the State Authority.
  • Train all relevant persons including law enforcement officials, mental health professionals and other health professionals about the provisions and implementation of this Act.
  • Discharge such other functions with respect to matters relating to mental health as the State Government may decide.

  • Meetings were held at NIMHANS with all committee members on 28/09/2021, 16/12/2021, 25/01/2022, 02/07/2022 and 08/03/2023 regarding framing of regulations.
  • Draft State Mental Healthcare regulation submitted to State Government on 04/08/2023.

6) Implementation of sec 68

  • Inspections have been conducted at 34 private mental health establishments on receipt of complaints.

E-manas

E-Manas Karnataka (Mental Healthcare Management System) is an internet-based Karnataka state-wide digital registry of Mental Health Establishments (MHEs), registry of Mental Health Professionals (MHPs), record of person with Mental illnesses (PwMIs) and their treatment records. This platform helps establishments and professionals ensure compliance with Mental Healthcare Act 2017

  • Karnataka Mental Health Management System "e-manas” e-portal for implementation of online registration of MHE and MHP was inaugurated by Honorable Chief Minister on 26/06/2020
  • The goal of the Karnataka Mental Healthcare Management System (KMHMS) project is to develop a state-wide digital registry of Mental Health Establishments, Mental Health Professionals, Persons with mental illness and their treatment
  • Mental Healthcare Act, 2017 mandates registration for all Mental Health Establishments (Both Private and Public) operating under the Jurisdiction of the respective State. All registrations should be made through the e-manas application in online mode only.
